Oracle, Duality launch privacy-first AI for government and defence sector

Oracle has partnered with Duality Technologies to deliver what it calls a “privacy-first AI” platform for government, defence and intelligence agencies. The new offering is built on Oracle Cloud Infrastructure (OCI) and allows agencies to analyse and collaborate on sensitive data without exposing it during mission-critical operations. 

Announced at AI World 2025, the partnership focuses on growing concern across the defence and intelligence sectors on how to take advantage of AI’s speed and insights without opening the door to data leaks and cybersecurity threats

“Government and defense organizations need to balance innovation with absolute confidentiality,” said Dr Alon Kaufman, CEO of Duality Technologies, in a press release. “By making our secure data collaboration platform available to Oracle customers, we empower agencies to unlock crucial intelligence and analytical value from their data, while upholding the highest standards for security and privacy.”

The new system is built on Oracle Cloud Infrastructure (OCI) and powered by Duality’s privacy-enhancing technologies, allowing agencies to run complex data analysis without sacrificing data confidentiality. Instead of moving or decrypting data, the system lets organisations query the encrypted datasets to get meaningful results. 

For public sector organisations under pressure to modernise, the partnership offers a potential path forward. Large-scale AI integration is ushering in a new era of business transformation. From predicting threats to improving analytics, governments now need stronger data than ever before. 

Duality tools built into OCI

By embedding Duality’s cryptographic tools directly into OCI, Oracle aims to make privacy an integral part of the process.

Duality brings years of research in secure computation to the table. Its methods, including homomorphic encryption and multiparty computation, sound complex, but coupled with Oracle’s global reach and infrastructure performance, the two companies can develop a systematic approach that makes those calculations potentially work at scale. 

The collaborative system could give government clients a way to share and analyse information safely across departments and even with allies. It also signals how much privacy has become a selling point in AI. Oracle and Duality are betting that the ability to keep data private, even from the cloud provider, could set a new benchmark for trust in AI systems. It’s part of a wider global movement, where public agencies are adopting sovereign AI solutions built on similar principles of trust and data control. 

There is a caveat. Encryption-based analytics are notoriously resource-hungry, and Oracle will have to prove that its infrastructure can keep up without slowing critical operations. If the collaboration delivers as intended, it could offer governments a realistic framework for deploying AI responsibly and securely.
