SAP has partnered with OpenAI to launch “OpenAI for Germany”, a data sovereign AI solution for Germany’s public sector.
According to SAP, Germany’s governments, administrations and research institutions will be able to use OpenAI for Germany to develop customised public sector applications and integrate AI agents directly into existing workflows. The agents will automate and improve processes, such as records management and administrative data analysis. SAP claims it will also help the public sector speed up daily tasks and reduce paperwork.
OpenAI for Germany, set to launch in 2026, will be supported by its subsidiary Delos Cloud that runs on Microsoft Azure technology.
“Applied AI is what truly creates value. As a Business AI company with decades of experience serving public sector organizations, we believe OpenAI for Germany represents a huge step forward,” said SAP CEO Christian Klein.
“We’re bringing together SAP Sovereign Cloud expertise with OpenAI’s leading AI technology to pave the way for AI solutions that are built in Germany, for Germany.”
SAP added it will also expand its existing Delos Cloud infrastructure in Germany to 4,000 GPUs for AI workloads.
“Subject to future demand, SAP plans to further invest in applied AI capabilities in Germany, scaling through existing SAP-owned infrastructure as well as through new collaborations with co-location providers and other partners,” the German company stated. “These efforts aim to extend the sovereign offering to additional industries and markets across Europe.”
National interest: why OpenAI for Germany matters for Germany
OpenAI for Germany directly supports Germany’s national AI ambitions.
“Germany has long been a pioneer in engineering and technology, so it’s no surprise that millions of Germans already use ChatGPT to make their lives easier, drive scientific breakthroughs, and build new businesses,” said OpenAI CEO Sam Altman.
“With OpenAI for Germany, we’ll work with local partners to extend this potential to the public sector, helping to improve services and ensuring that the benefits of AI are shared across the country, and doing so in line with German values of trust and safety.”
The ongoing investment in AI by SAP comes off the back of the company recently announced it would invest more than €20 billion to strengthen Germany’s digital sovereignty. It’s also one of 61 companies and global investors that have pledged more than €631 billion in combined investments to accelerate the country’s growth and modernisation under the Made for Germany initiative.
