East Riding of Yorkshire Council’s decision to adopt Unit4 ERPx and Unit4 FP&A is less about a routine software refresh than a broader attempt to untangle finance complexity inside local government. According to a recent press release, the council will use Unit4’s cloud-based platform as part of its “Finance of the Future” programme, replacing legacy applications to improve transparency, governance and infrastructure resilience, with Embridge Consulting leading the implementation.
That makes this a useful public sector ERP story, because councils rarely modernise core finance systems just for the sake of newer technology. East Riding, which serves about 342,000 residents, employs more than 10,000 staff and delivers over 600 services, is trying to redesign its financial operating model rather than simply lift old processes into a new platform. In that sense, the move lines up with a wider trend we explored in our ERP leaders’ predictions for 2026, where embedded intelligence, cleaner data foundations and lower-friction workflows are becoming more important than headline features.
Unit4 says East Riding chose ERPx and FP&A because the applications provide a more modern and flexible base for simplifying financial structures, improving data validation and moving away from bespoke, heavily customised systems. The council also expects fewer manual workarounds, more self-service reporting, a single secure source of organisational data, and better visibility through dashboards and graphical planning tools.
The implementation detail matters too.
Embridge will use its Business Transformation as a Service model to roll out the change in stages while redesigning the chart of accounts, reporting structures and underlying data model, signalling that process change is being treated as seriously as technology change. That is often where public sector ERP projects succeed or fail.
Unit4’s win here is therefore strategic as much as operational.
As I already noted in my recent coverage of Unit4’s growth ambitions, the vendor is pushing hard on the case that modern ERP for people-centric organisations should reduce administrative drag and give staff more time for higher-value work. East Riding’s project is an early test of how convincingly that message translates into local government finance transformation.
